About RHAELM RHAELM is the sovereign AI cloud built to accelerate secure AI deployment at scale, combining power and infrastructure pipelines with global capability and local, in-country operations. This Role This role is based in Tokyo, Japan, leading procurement across RHAELM's Japan data centre construction programme.
As Procurement Manager, you will lead strategic sourcing and purchasing across RHAELM's data centre construction programme, ensuring materials, equipment, and subcontractors are secured on time, on budget, and to specification. You will collaborate closely with engineering, project management, and construction teams, building supplier relationships that support a fast-growing, multi-market delivery pipeline.
Key Responsibilities
- Develop and implement sourcing strategies for construction services, equipment, and materialsManage procurement processes including subcontractor selection, bid analysis, and contract negotiationManage owner-furnished equipment from forecasting and strategic planning through delivery and installationAnalyse market trends, supplier capabilities, and competitive landscapes to inform sourcing decisionsNegotiate contracts and manage supplier relationships to drive efficiency and performanceCollaborate with project managers and engineering teams to align procurement with project schedulesMaintain records of procurement activity, ensuring compliance with company policy and audit requirementsMonitor and report on price fluctuations, supplier performance, and cost-saving opportunities Experience Proven procurement experience within construction, ideally data centre or mission-critical infrastructureExperience managing strategic purchasing of long-lead equipment (e.g. switchgear, generators, cooling plant)Track record negotiating contracts and managing subcontractor and supplier relationshipsExperience collaborating across engineering, construction, and technical programme management teamsFamiliarity with construction procurement software (e.g.
- Procore) advantageousExperience operating within Japan's construction, engineering, or regulatory market context advantageous Skills Strong negotiation and supplier relationship managementConfident cost analysis and budget managementEffective cross-functional collaboration with engineering and delivery teamsHigh attention to detail and organisational disciplineClear, structured reporting and documentation Qualifications Degree in Supply Chain Management, Business Administration, Construction Management, or a related fieldRelevant procurement certification (e.g.
